Thirteen years ago, Barry Miller, ABR®, had a dream of bridging the gap between traditional real estate and exclusive buyer's agents. He founded the Real Estate BUYER'S AGENT Council (REBAC). But even after REBAC became part of the National Association of REALTORS®, and after the membership has grown to more than 37,000, Miller still believes that more work needs to be done to build understanding between some buyer brokerages and offices offering a full range of representation. The way he sees it, REBAC is in the best position in its history to lead buyer representation to new levels in the future. "REBAC has great political leadership and they are a good bridge between these groups."

After opening his own real estate office in Denver in 1981, Miller became an agent who represented buyers, one of three in the country at the time. Later he founded Buyer's Resource, an exclusive buyer's resource, which he franchised. He founded REBAC in 1988 and the National Association of Exclusive Buyer's Agents (NAEBA) in 1994, to create a purer focus on buyer agency. Eventually, he divested both REBAC and NAEBA to others who could continue their respective missions. Dolores Bowker-Russ, ABR®, the Tavaree, Florida Buyer's Resource franchisee who nominated Miller for the REBAC Hall of Fame had this to say, "His enthusiasm and belief in buyer representation was infectious. Barry let nothing deter him from his mission."
